Nothing ‘needs’ to be done. Google, Yahoo and the other big search engines don’t owe anybody a living.
There is plenty of scope for small businesses to succeed online. I’ve worked with upwards of 100 small companies helping to promote their websites, and almost all of them have succeeded.
The Internet is still young my friend, people come along every day with great ideas that they can make a living from. Others have amazing ideas that quickly blossom into multi-million dollar buyouts. There is opportunity all over the place.
If your online business isn’t working, perhaps you should stop looking for a scapegoat in the form of Google or Yahoo and start thinking about whether you’ve done enough marketing, or if you know how to market a website (and if not, who should you hire to help), or even if your business is worth promoting in the first place?

small online businesses should get enough traffic to stay in business. the search engines are the most important source of free traffic. you don’t get enough traffic and your business fails, or you spend more to buy traffic, which is not advisable.
bottomline? build a web site that works. act upon the fundamental reality of the way people use the web. online, the fundamental reality of how people use the Web is different. no one “passes by.” they search for “information, information, information.”
