Pay Par Click (or PPC in short) is a type of advertising where you as an advertiser buy a certain number of clicks to your ads. So you’d write an ad which contains a link to a website (which is selling something you get commission on or your own site/blog with a product you want to sell, or an optin form to get subscribers etc).
You then submit this ad to a PPC program, and pay let’s say for 1000 clicks (=visitors), or pay for example $100 The PPC program will display your ad on its own and/or other sites.
The most known PPC program is Google Adwords although I wouldn’t advice to advertise there if you don’t know how to because it can get very costly. Although, people which are good at SEO and know the tricks of Adwords can make a lot of money that way.
I will not post any links or my recommendations here… you should be very careful about recommendations of people you don’t know coz they just try to profit on you themselves… (sorry guys, but it’s true). So do some research on Google, there is a plenty of free material there on this topic but do not believe everything they say… and often they talk about other people scams lol (especially if they try to get you to buy something)

If someone click on a ad, then advertiser of that particular ad has to money to the publisher of that ad, that is called pay per click.
